Incorrect "Never smoked" screen prompt (HP459)

Overview/Purpose

This is a small optional screen prompt which will appear in the middle of the screen if staff add 'never smoked tobacco' in the patient's record and they have a history of current or ex smoker.
It will encourage the user to rectify errors in coding.
