RBACs for EMIS account setup

Why are PCIT requesting certain RBAC codes are provided to them for EMIS access?

Following the purchase of the PCIT toolset (made up of searches, templates and protocols) which are used to assist practices in:
  1. Managing national contracts and ensuring regulatory compliance (e.g., CQC, MHRA, CAS, and NPSA alerts)
  2. Streamlining operational workflows within their EHR system
  3. Optimizing patient care through efficient data handling and reporting
  4. Practices should be better able to meet QOF/IIF targets
  5. Pop ups within EHR to assist patient care

PCIT require access to the clinical system within the organisation to enable deployment and ongoing support of the PCIT resources.  The organisation is required to provide PCIT with log in credentials with the following RBAC codes granting certain permissions to enable the deployment and support.

Important Note:
All of the RBACs we request are used in either deployment of our tools or to aid investigation of any tickets practices raise. These high level RBACs give us many permissions we would never use, such as access to Workflow Manager, the Appointment Book, Registration and Professional Contacts.

The following is a table of the RBACs PCIT request and a breakdown of what they do and why PCIT need them and how they are used.

Gain Temporary Access to Patient Sealed Data Without Patient Permission
Allows a user to access sealed (but not locked) data when the patient has not consented to this access and the user does not have access through the team they work in or their authoring rights e.g. public interest, statute.
Gives PCIT access to sealed data in Consultation and Care History.

Only used in the rare case that PCIT need to have access to this data. 

PCIT will only access this under direction from practice staff during the course of investigating an issue they have raised.

Perform Detailed Health Record
Gives the user access to:
  1. All Care Record, except Add a Drug in Medication
  2. All Appointment Book
  3. All Registration
  4. All Patient Administration
  5. System Tools, Scanning and Documents, prescription printing
  6. Adding referrals in Care Record and Patient Administration
  7. Marking consultations as confidential
This allows PCIT to see which protocol or template may have been used in a consultation.

It also allows PCIT to see medication and drug history.  PCIT will only ever look at this when carrying out an investigation.

PCIT do not use many of the functions this RBAC provides.

This DOES NOT give PCIT access to deceased, left or inactive patient records.

This DOES NOT allow PCIT to add drugs to patient records.

Local System Configuration
  1. Configuration, with full use of all functions in Resource Publisher, Formulary Manager, Concepts, and Recall Schedules
  2. System Tools, to use Legacy Data Mapping and limited use of Non-Patient Data Transfer
  3. Treatment Centres and Jobs modules (child health organisations only)
  4. Access the Carer tab in Registration
  5. View interchange history in Workflow Manager
This gives PCIT access to Resource Publisher to allow installation of any local protocols and templates such as flu protocols and our OneLaunchers.

Local System Administration
In Workflow Manager
  1. Configure out of office settings.
  2. Configure deputies
  3. Configure the workflow tasks toolbar
  4. Configure global viewers
  5. Configure task escalation settings

Further permission for Configuration:
  1. Organisation Configuration to add, deactivate/activate, search and edit all panes in Organisation Configuration
  2. System Tools with access to EMAS Manager and the ability to activate and deactivate applications
  3. Professional Contacts section in Organisation Configuration (child health organisations only)
  4. Patient Administration Manager (multiple workflows)

Elsewhere:
  1. Professional Contacts in Organisation Configuration
  2. Organisation Configuration to add, deactivate/activate, search and edit all panes in Organisation Configuration
This gives PCIT access to Organisation Configuration which allows us to reset our security details without having to ask one of the practice team, should our mobile number or email change.

This gives PCIT a selection of other permissions in Organisation Configuration which we will never use. Unfortunately this is the only RBAC that gives a user the ability to reset their own security details.

Manage Ad-hoc Reports
Perform the following actions within Population Reporting
  1. Add, edit, copy, and paste, folders, reports, and searches
  2. View, print, import and export search and report results including patients who are included and excluded in the search criteria
  3. Create reports based on existing/standard searches i.e. patient and address, age/sex and all auto reports available
  4. Mail merge report results
  5. Copy QOF reports
  6. Access FP34D to match brands/makers, report, export and print FP34D reports
  7. Find, run existing searches and export search details of sex/age only to Excel and CSV
  8. Print summary and definition
  9. Use the check patient (ribbon) option to search for patients included or excluded in the search
  10. Use Report Management (Workflow Manager) on a view only basis
  11. Use the Batch Add function in Population Reporting and access the Batch Data Manager module
  12. Access to Enquiry Manager
This allows PCIT to install our searches and fully investigate and assist with any issues the user may raise.
