STIA007 - Stroke taking anticoagulant or antiplatelet

The information contained within this article is from version 49 of the Business Rules for Quality and Outcomes Framework (QOF).

Indicator definition

Indicator ID

Description

STIA007

The percentage of patients with a stroke shown to be non-haemorrhagic, or a history of TIA, who have a record in the preceding 12 months that an anti-platelet agent, or an anti-coagulant is being taken.

What do the business rules mean?

What makes a patient eligible?

Patients are eligible for the STIA007 denominator if they are on the Stroke register and have a non-haemorrhagic stroke.

How to achieve the indicator

To meet the criteria for STIA007, eligible patients must have had a prescription for one of the following during the contract year:
  1. Salicylates
  2. Oral anticoagulants
  3. Clopidogrel
  4. Dipyridamole
  5. OTC salicylates

What will remove patients from eligibility?

  1. Patients for whom stroke quality care was unsuitable in the contract year
  2. Patients who chose not to receive salicylates, oral anticoagulants, clopidogrel and dipyridamole in the contract year
  3. Patients with a code indicating a contraindication or decline to all four of the following drug groups:
    1. salicylate: persisting or expiring contraindication or aspirin declined in the contract year
    2. anticoagulant: persisting or expiring contraindication or oral anticoagulant declined in the contract year
    3. clopidogrel: persisting or expiring contraindication or clopidogrel declined in the contract year
    4. dipyridamole: persisting or expiring contraindication or dipyridamole declined in the contract year
  4. Patients who chose not to receive stroke quality indicator care in the contract year
  5. Patients who have been invited twice for review (at least 7 days apart) in the contract year
  6. Patients who were diagnosed in the last 3 months of the contract year
  7. Patients who were newly registered with the practice in the last 3 months of the contract year
Persisting means the code has to exist at any time on the record; expiring means the code is only valid for the contract year in which it was recorded.
If a patient achieves the indicator at any point during the year, any exclusions that have also been added are ignored.
